Applications are now open in the Public Safety Office (PSO) eGrants system for the FY2024 Non-Profit Security Grant Program (NSGP) – National Security Supplemental (NSS).
The available funding is to enhance physical security measures for nonprofit organizations identified as high-risk for terrorist or extremist attacks.
FEMA released their Notice, Supplemental Notice of Funding Opportunity (NOFO), on Monday, October 28, 2024. Due to FEMA’s expedited timeline, the application window opens Tuesday, October 29, 2024, and closes on Tuesday, November 19, 2024, at 5:00 PM.
To be considered for funding, applicants must complete and submit:
an application in eGrants
complete Investment Justification form
complete Mission Statement
complete Vulnerability Assessment
Please review the Public Safety Office NSGP-NSS Request for Application for details regarding this application. Notable changes to the program from previous years include:
FEMA will utilize a revised Investment Justification (IJ) form. Please ensure that prior year’s IJ forms are not uploaded, as they will not be accepted.
FEMA has increased the funding limit from $150,000 to $200,000 per site. Organizations may apply for funding for up to three sites, totaling $600,000. Each site must have a separate application in eGrants, along with an individual Investment Justification and Vulnerability Assessment specific to that site.

The PSO acknowledges the challenges that this condensed application timeline may pose for some applicants. However, we emphasize that this is a “Supplemental” program, distinct from the standard NSGP funding opportunity.
We anticipate accepting applications for the regular FY2025 NSGP in mid-January 2025, with the solicitation closing in mid-March 2025.
Due to the limited availability of funding for this supplemental program, the number of applications selected for funding will be significantly lower and more competitive than in traditional solicitations. If you are interested, we encourage you to complete and submit your eGrants application as soon as possible.
