Who Must Comply?
• Law Enforcement: Municipal Police, Sheriff's Offices, Constables, School Police, and the Department of Public Safety (DPS).
• Educational Entities: Public School Districts, Charter Schools, and Public Junior Colleges.
• Municipalities: City governments.
• Emergency Services: EMS providers.
• Public Information Officers (PIOs): Employed by the above entities.
Key Requirements & Actions:
• Training & Drills: Mandatory for law enforcement, with ALERRT (Advanced Law Enforcement Rapid Response Training) certification for shield-carrying officers.
• Emergency Plans (EOPs): Develop/update multi-hazard plans, security reviews, and incident reporting procedures.
• Equipment: Ballistic shields (Level III+ or IV) for ALERRT-certified officers.
• Communications: PIOs must get emergency communication certification from TDEM by Sept 1, 2026.
• Mutual Aid: Enter agreements for coordinated response.
• Mental Health: Develop support systems for responders and students.
• Grants: Law enforcement can apply for grants to meet these new standards.
In essence, any agency involved in public safety or operating schools in Texas needs to implement significant changes to align with HB 33's comprehensive safety mandates.
