Summary:

A COML is a specialized positions-specific role responsible for designing, ordering, managing, and ensuring the installation and maintenance of all communications systems during an incident, disaster, or planned event.  Their responsibilities include communications planning (ICS-205 Incident Radio Communications Plan) – assigning radio frequencies, data networks, and talk groups.  They manage the Incident Communications Center Staff, including Incident communications Technicians (COMT), and radio operators. The COML coordinates the setup and maintenance of essential infrastructure, including voice and data networks, land mobile radios, satellite links, and on-scene phone systems.  The COML oversees the tracking, distribution, inventory, and field-repair of all communications gear assigned to incident personnel.  They resolve frequency conflicts and technological mismatches so multi-jurisdictional teams can safely communicate with one another.
