Summary:
An INCM is an Incident Command System (ICS) position responsible for supervising communication personnel, establishing and managing the physical incident communications center, and overseeing emergency communications equipment during any type of natural or man-made disaster. Their responsibilities include-directs, schedules, and manages radio operators (RADOs) and other communications staff assigned to the incident. The INCM establishes, organizes, and maintains the physical layout of the field incident communications center. The INCM tracks, inventories, distributes, and recovers communications gear like radios, satellite phones, and bas stations. They oversee the completion and storage of crucial operational records, log sheets, and required National Incident Management System (NIMS) forms. The INCM ensures that diverse responding agencies can technically and functionally communicate with each other over active frequencies.
